Biographical / Historical
Richard P. Mills (1944-2017) was born to Carolyn Sprague and Paul A. Mills in Paris, Illinois, and graduated from Middlebury College in 1966. After Middlebury, he studied at Columbia University. He was chosen as the Commissioner of Education for the State of Vermont and served in that position from 1984 to 1995. He then became the Commissioner of Education for New York State, and retired in 2009. He married Judith Sheldon in 1968.
